Hi bro,
try using some WD40 on a soft felt cloth to remove the melt stains. Do not use detergent as it will only make the stains more sticky.
There isn't anything to maintain high gloss but WD40 or reelx oil can delay the effects of tarnish. Clean it with the silver polish cloth and then rub alittle oil to protect the surface from tarnish to maintain the high gloss. But the coating has to be thinly maintained to ensure tarnish prevention.
Cheers

Fisho,
First, try using finger nail to peel off as much the rubber as possible. Then apply thinner on soft cloth and rub on the rubber. This will slowly remove the rubber bit by bit. Don't wet the cloth too much and don't rush the job. If the color of your nickle silver under the removed rubber appear different from the rest and you don't like the appearance, you may use brasso to polish the entire reel seat. Over time, it will turn golden after oxidized.
Hope this help.
Cheers!
