Just to share some comments made by a learned friend when discussing this White Paper with him. He said that since long long ago, the PUB and (later taichi to) NPark, had always had problems with poachers and illegal fishermen. They realised that they cannot stop these people. There are just too many people fishing. Like the Communist offensive in South Korea. These guys just kept coming and the American bullets ran out even before the Communists ran out of soldiers for them to kill. Fishing is like that, the young will take up fishing, while those who got caught may have retired. Now that (with the White Papers) a group of fishermen are offering themselves to be "caught" and "controlled" by the authorities, it will indeed be a waste exercise if the Ministries don't take the offer. My learned friend has predicted that the offer will be taken up. I asked him why? He told me the Ministries are now staffed with intelligent people instead of the old timer stubborn and lazy kia-si civil servants. If they don't get help to educate and self-police the public, they will be spending a lot of money on useless and ineffective restrictions on a group of crazy fishermen, just like the Communist offensive in South Korea. The fishermen will just keep coming. they won't have enough jails to lock them up, just as the American will not have enough bullets to kill all the Communist in South Korea. They will need a Nuclear bomb. Let's hope my learned friend's predictions will come true. And hope the ministries don't use the N-Bomb on us. ;D

I totally agree with you Billy ... let us make sure that the ones willing to fight for the cause is not just some diehard/starving tarpau king nor some ignorant but brave beginners... revolutions are usually failures due to the lack of wise and honest leaders That said, I apologise for being rather rude about what the authorities have done so far and have edited my earlier views accordingly.... educating takes time and patience ;D Thanks for the positive note again BT ;D ;D Cheers CY

Hi Tan Yik, I have read your proposal, and indeed it's very well written, exactly the way you would conduct a mission in the Air Force, covering all of the aim, objectives and "what ifs?". We want to promote the sport of fishing in tendem to the issue of conservation in our local reservoirs, and I have heard Quek discussing about this issue over tea not too long ago. I am impressed by his zest and committment throughout the short dialogue, approaching the relavent authorities and bringing up our concerns. I am a newbie in this fairly small and closed group of fly-fishing community. So much having said about conservation etc, I have witnessed some actions ever so basic that puts all what has been said, written, proposed to nought. I have seen anglers THROW their pbs back into the water! Is the life of the pb so insignificant? It might die from the rupture of their air bladder, impact onto the rocks etc. I was totally perturbed when I first saw this inhuman act....We enjoy the fight at the pb's expence, but the fish fights for its Life. After it has given us the pleasure of this so called "fight", I think it is totally ethical to release him in the most humane way. The point I am trying to make is (you have probably heard it a million times), we all look at the big picture, but inadvertently forget the basics. Until we sort out the fundamentals, we cannot proceed to the big arena. If one of the authorities were to witness such a behaviour, we can be rest assured all that has been invested will be put to shambles. We practice catch-and-release, so let us all release our catch in the least harmed way as possible, ensuring it's survival, so that it can Fight another day should it encounter one of our flies again.

Allow me to quote Principal #3 from Annex A of the Paper : [glow=red,2,300]Principal #3 : Minimize Injury To Game Fish Due To Sports Fishing[/glow] Guidelines need to be promulgated to ensure that permissible sports fishing tackle allow released game fish to have a good to excellent chance of survival. Some specific restrictions on sports fishing tackle that need to be imposed are : • All hooks are to be barbless • Lures or flies are limited to a maximum of 2 single hooks or a maximum of 1 treble hook • Gang hook rigs are prohibited Moreover, incorrect handling damages fish and reduces their chances of survival after release. A fish out of water cannot live for more than three or four minutes because of brain damage caused by lack of oxygen. An exhausted fish played too long, may not recover. This means: • retrieving fish as quickly as possible • allow the fish to stay in the water when unhooking them • ensuring that fish are not left to flop and flail around • using minimum of handling to ensure that released fish have a good chance of survival • reviving tired or semi conscious fish. Hold the fish gently and move it forward to force water through its gills. When it has revived, and is able to swim normally, set it free. Tight lines and until the paper is accepted by PUB, Check 6!

a. Catch & Release - How to implement it. We have this covered in the White Papers. Maybe some fine tuning.
b. Close reservoirs for fishing for a certain period of the year. Only if the whole of the reservoir and all the reservoirs are open to public. Then we need to rest them. If only a certain sections are opened, what's the point of closing. For what? To rest the rangers?
c. Review the rules and regulations The should always include education. New rules must not be implemented without education.
A new set of rules to govern Fly Fishing. Limit the back cast to a certain safe distance, etc. Should include rules for Fly fishermen casting in a canoe/kayak.
d. Come out with a new set of anglers' etiquette Badly needed.
Need to educate the non fishing community about the fishing community to prevent misunderstanding.
e. Sport fishing workshop/talk Should include Fly Fishing workshops.
Conduct educational tours for school children to teach them about nature and the insects around and in our reservoirs. How to apply this knowledge to fly fishing.
Teach them about the fish species in our reservoirs. Their habitats and their behavoir. How to apply these knowledge to fly fishing and use flies to catch them instead of baits.
Introduce the kids to fly fishing and the concept of Catch & Release. So that when these kids grow up, C&R will the order of the day.
f. Sport fishing competition at Bedok Reservoir The jetty/fishing platform is going to be completed round October 2005. PUB is meeting SFAS for this purpose. We are piggy-backing on this meeting only I think. I also think it will be a good opportunity to push for fly fishing as separate category in the competition. TY, may I suggest you meet up with the guys from SFAS prior to this meeting and let them know your agenda. Maybe discuss your views with them so that they can give you the support you need to make a stronger case on mutually beneficial cases.
g. Set up a volunteer group to patrol fishing grounds Good idea. We need to be careful on the selection of volunteers. Must be above a certain age and mature enough not to piss the public off and get beaten up by unruly ah laus.
These volunteers must have the knowledge and patience to educate the public on PUB policies and be the ambassdor for fly fishing.
Must be well trained.
h. Any other matter. 1. Permission for introducing new species of game fish into the new reservoirs. 2. Dedicated quiet area as nursery for fish reproduction. 3. Kayaks for fly fishing in Kranji Reservoir. 4. Issuance of Reservoir Fishing Licence. 5. 6.
